so i had a new battery put in my car and had the alt tested and it tested good so now my dash isnt working but the check light is on and my lights go from bright to dim and car will show that battery is not charging and i have checked all fuses on car amd its a band new battery and alt is good what would be causing this issue bc its draining my battery down and my car gauges will not work its on a 2003 cadillac escalade esv with 171,220 miles on it When I hit the brakes or stop it will feel as if the car is going to die and the lights get dim.
What makes this problem better or worse?

Well that is certainly indicative of a failing alternator - unless *qualified personnel* tested the alternator output with engine on and alternator under load - the alternator has not been properly tested!
they tested it with the engine running
just randomly my gauges will start working again but in the begining of this my thought w as the ALT as well but then replaced battery and had it tested and they say it was fine and seemed good which the ALT is only about a year old i had it put one in a year ago and went with bigger size as well
With headlights on - high beam? .. HVAC on max output ? .. Brake pedal depressed with transmission in reverse? These accessories will put max load on alternator while technician is performing charging system output testing..
only with car on and headlights and brights on
so that would be causing the lights to dim and go bright while driving or sitting i agree but what else beside the ALT could cause battery not to charge if car is running ?
its almost as if there is a short in the wiring somewhere but i cant track it down bc not sure where all to look bc the gauges dont work and while driving will come on just once in blue moon and while the car is traveling speeds of 70 or so or lower the lights with go bright to dim and then there are days it wont do it at all . but it causing the battery to drain down
The alternator is responsible for maintaining battery charge .. Charging *system* testing will involve finding out why the battery state of charge is not being maintained.. Intermittent alternator failure is quite possible..
ill have it tested again to see what i can find out
Yesh - that’s likely the best route to take .. It’s just too many possibilities to attempt online diagnosis. Good luck!
