My car will not down shift then I accelerate for passing ???

What is your question?

When I'm driving down the road at "60 miles per hour" and then in my attemp to pass another vehicle I floor it but the car Jump (speed up momentarily) and then drop back to 60mph. PS...I replace the accelerate & throttle position sensor but that did not solve the problem.
