ignition switch is stuck in the on position, what would cause this & due I have

Customer Concern: Ignition key won't come out. REV/LK fuse #31 blows immediately. When the LK/CYL relay is removed, the fuse stops blowing. Tests/Procedures: 1. Unplug the ignition lock cylinder control actuator. If the fuse stops blowing, replace the actuator. 2. If the fuse still blows with the actuator unplugged, inspect circuit #2356 (Dk Green/White) for a short to ground between the actuator and the rear fuse block.

needs a new lock cylinder and yes, the new keys have to be programmed. Roy
