I actually have a 1976 eldorado that my mechanic says needs a timing chain. When I went to another mechanic he said it was very rare that a timing chain had to be replaced given the fact the car has only 101000 miles on it. Can the chain stretch enough in that time ti need to be replaced?

A timing chain needs to be replaced when something goes wrong. It is not a regular maintenance item, but they do need to be replaced occasionally because of a problem. That could happen at any mileage, though it is more common at higher mileages.
The original timing chain in a 1976 eldorado is a nylon over aluminum cam gear. Their average life expectancy is about 65000 miles. If yours is still original, count yourself lucky. You can check yours by turning the crank and feeling for the resistance when the slack tightens up in the chain against the cam gear. Anything over 4 to 5 degrees play in the chain will effect your power, performance and fuel economy. Get it done
