Blower sycling from floor to defrost

What is your question?

No mater what setting I put it on it just goes from defrost to floor. I makes a puff sound then starts out light to heavy air flow. And a/c on or off it does it still. And no matter what side I put it on (passenger or driver). The only thing that stops it is turning it off

What makes this problem better or worse?

Better turning it off
