My radiator fans don't come on when temp us over half on temp gauge. I have to turn on A/C for it to come on and cool down engine coolant.

Hello, It is most likely that the fan relay has gone bad, and the fan that spins when you turn the relay on is the auxiliary cooling fan for the air conditioner. Check for power at the relay and the fan, and if the fan is getting power with the relay on, the fan is likely bad.
I ran light tester on 2 of the three relays. R1: cool/fan1 and R7 cool/ fan 2. They power have power with the engine off. Do you think it may be Relay R2 cool/fan?
Sorry, they both have power with the engine off? There's a typo in your text at the worst place. No worries, just let me know. Also, see if you have power at the primary fan. Also, are the relays energized with the engine off? As in, if you pull the relay out does it click in your hand?
I pulled them off. R1and R7. No clicking noise.
Ok. Then they are activated by the PCM, so don't worry about polarity, but it would be best if you could command them on with a pro scanner. That would tell you if they work. You will want to jump the relay, and see if the fan comes on. Just YouTube that, you'll see how. Very easy. If it is good, test for power at the fan with the engine hot, or remove the fan and power it externally to see if it runs (bench test). You're on your way to a diagnosis!
