service stability system warning on my cadillac deville dts 2001 what is this

it will idle rough and die when braking when this happens the dash says service stability system it doesnt do it all the time but when it does dies alot can clear the message and usually stops driving bad but not always also feels like the power steering doesnt work when it does it getting really bad gas mileage , also front wheels have a reddish dust on rims doesnt leak anything but has gone threw power steering fluid more
