Just had new Brakes and rotors put on front of car week ago they were pulsating upon slowing down. Took to another mechanic and the tech said no issues I looked at him in dibeleif had same issue with rear brakes put new pads and rotors and they were okay so what do I do
What makes this problem better or worse?

Brakes that pulsate in the pedal and / or steering wheel is rooted with a concern with the brake rotors --- no question at all. The question is: which one(s)? A good novice point of view would suggest that pedal pulsation with steering wheel shimmy would seem to be a front brake rotor vibration. A pedal vibration with no steering wheel shimmy is likely a rear brake rotor issue. Even new rotors can have vibration, depending on how they were stored in stock and shipment. Step one for a technician will be to get your concern to happen. Then they can narrow down to the possible causes.
