What is your question?

the heater/blower fan makes an awful noise when on higher fan settings. Can run on low but not so effective. can the heater/blower fan be repaired rather than replaced?

The fan blower motor should be removed from your 2000 Cadillac DeVille for inspection. There could be debris (paper or leaves) in the blower "fan" causing the noise. If no debris are present the most likely the blower motor will need to replace.
