This message stays on constantly while driving and temporarily goes off at increased acceleration and will come back on when letting off the acceleration. For the most part, it stays on. I read of a recall in 2001(NHTSA campaign # 00V217000 & Action #: EA00004). Could this be the real issue?

Hello, It may be the issue, or not. Sorry, but without diagnostics you will never know the real cause. I can tell you that this issue should at least motivate you, if not frighten you. The fact that the SRS system is disabled at higher speeds means the faster you go the less protection you have. It is very likely that if the light is on, your airbags would not deploy in an accident. Do the smart thing, and have it diagnosed/repaired.
