Windshield wipers won t turn off

Wipers once turned on won t turn off! all speeds and windshield washer pump work fine Turn car off still on restart car and wipers cycle off if starter is engaged and not started! Cruise control on steer column same area dose nt work I only worried on wipers to stay on while dry windshield washer fluids runs out quick Have to pull off road turn car off and shut off wiper then start all over again ? I do use rain-x

What makes this problem better or worse?

Rain and sometimes moving level work once or twice needs can be trusted
