have 1995 cat deville. ac not working. blows hot air.

Tried adding some Freon. It will not take any. (sys is full). Possible switch faulty for compressor. switch and shorted it out, no change. Connected switch. AC on pump tries but turns off in about 5 seconds and repeats that cycle. Thanks 4 any response. Blue 1eh
