1999 Cadillac deville headlight , tail light issue

What is your question?

Having issues with the headlights and tail lights it seems that they only work one or the other meaning if I have the headlights on than tail lights don't work or if I have tail lights on head lights don't work checked all fuses checked the grounds everything is fine I don't think it is an issue with the sensor because they come on maybe the switch or just all together a shortage in electrical wiring ?
