Why does the fan motor continue to run after the engine is off and key removed?

Fan motor continues to run after shutting off the car engine and removing the key from the ignition. Also sometimes the gas pedal will pump with out the key. Everything is in the Off position. I had to unplug the heater fan motor. Light came on twice saying the AC system needed service.
