KEY IN INGTION AND WONT COME OUT OF IT

does the key turn to start position? does it crank or make any noise when attempting to start? does dash lights turn on when trying to start?
did get car to start and key out battery was low... but now the radio stays on the headlamps are on the fan is running even with out the key inhad to disconunted the battery last night now this morning after 90 min drive to work the passage side is full of water from the air condition unit. is there a module unit under the glove box that controls everything and could that have gotten wet and hopefully that the problem... interor lights stay on all the time along with the dash board and radio....can you help
