my car reads low pressure oil at 39% and I then put oil in my car. I found out one of my piston rings broke. Could that be the reason why my car is still reading low pressure oil?

A broken piston ring would not directly cause low oil pressure. It could cause the engine to burn more oil, resulting in the oil level getting low, which could cause the oil pressure to read low. If this were the case, oil pressure would return to normal when the oil level is refilled.
