Does my ac/heating unit need replacing when it only blows cool air and don't heat?

There is no noise it comes on it does not cool the car or heat.

When you say no noise, are you saying the blower fan is not working? Does any air come out of the vents? Alex

I am saying there is no rattling or any other sound while it is on
