The wipers turn them off and won't stop,momentarily stop and go on again

Hello, I suspect the windshield wiper switch (the one you turn to make the wipers come on) has failed, and is likely shorting to the on position internally. If you notice that bumps make the wipers come on (go hit some light bumps), then I would suspect the pigtail (wiring) for the wiper switch or wiper motor has failed.
