So I bought the 98 catera couple of yrs ago cheap.$200. Guy didn't know what was the problem..a few owners later..I come around. Popped the hood seen a shit show.. I've been in worse position so I gave it a go.
1. Security light on.
2. Cps wires cut.new installed
3. Head gaskit repair.new cool/oil-filter
4. Corroded wires. Rewired w/new& new hrns plugs
5.trans oil new
Flashed ecm. Old ecm keeps popping fuse.
My question is how do I reprogram with 2 key ... master key lost..not by me... or reprogram theft detr!?
What makes this problem better or worse?

Hello, this is a really difficult question to answer other than just retreating to the basics - you'll need to connect with someone that has the proper GM programming tool to program anti-theft security keys. There's not much else to say here.
There's a significant amount of other issues with the vehicle of course, but you asked about the keys -- and that's the answer.
