What is your question?
The problem seems to occur after driving a distance in the rain. When I try to restart the engine, it will turn over but stalls as if it is not receiving fuel. Also a belt is squeeking. Could this be due to an electrical part getting wet if it is not the fuel filter. Do you have to replace the fuel pump to replace the fuel filter if it is located inside the pump?

The fuel filter is located with the fuel pump and is not a serviceable component for maintenance. A fuel pressure test is in order to eliminate the fuel system from possible cause. An engine performance diagnostic test should be performed to see whether ignition, air intake or emissions controls is causing the problem.
