After having the transmission replaced, the power steering pumps whines when turning. This is the third pump that has been replaced. Is it possible that something was done during the transmission replacement that could cause this problem?

It's hard to imagine anything happening to the power steering system because the transmisson was replaced. I think it's a separate problem. I suspect that you are either getting a series of faulty rebuilt replacement pumps or something else is wrong.
