Serious rust issues, rear wheel wells totally rusted through. Anybody else with this issue? How expensive to fix? Wont even pass inspection

Well you must live where it gets snow and the salt eats all cars up over time.unfortunately the cars made nowadays are cheap. So it doesn't take as long for them to eat up everything.
