Buzzing from the dashboard, car won’t start

Problem started after the key was unable to be removed from the lock cylinder and the battery drained, replaced battery and nothing happened. The security feature was activated and the horn went off, disconnected those and security lights stays lit when trying to start. Checked with test light and power is at starter (small wire), battery is 100%, no noises at the starter, tried to short the starter to verify that the security lock is actually the problem but just clicking. Now after recharging the battery I get buzzing from the dashboard, sounds like relays but nothing else. Can’t seem to reset security feature. Also checked the resistance of the key, 7.46k ohms which I believe 7.5 is spec. I did remove the ignition relay and tried to jumper pins 30/86 but nothing happened, the headlights and AC work but windows don’t. I know I have added a lot of info here in a convoluted way but I think I have listed all items checked Thx Jim
