The power steering reservoir is under the hood. Hard to explain; perhaps reference to an owners manual to get clarity? You can do a web search for an owners manual if you don't have one. There could be low steering fluid or air in the system, or the reservoir may need to be replaced. There could be worn bearings in then pump itself. Hard to say without hands on inspection.
