Hi, this is Bo, an auto expert on RepairPal's Car Genius team! If your turn signals aren't working, but your hazards are, it sounds like your Buick Regal might be playing a little electrical game. Since the hazard lights work, we know the bulbs, wiring, and flasher unit are likely in good shape. The most likely suspect here is the turn signal relay or switch. The turn signal switch itself might be worn out, especially given the age of the car. Another possibility is the turn signal relay or flasher, which could be separate from the hazard flasher. Since the hazards are functioning, the issue is likely isolated to the turn signal side of things. I'd start by checking the turn signal relay and the switch. If you're comfortable with a bit of DIY, testing or swapping these components might just bring those blinkers back to life.
