Engine wont start sometimes, gas leak when filling car, erratic electrical issue

Everything else in the car will come on, and I can hear the fuel pump come on, but engine doesn't respond at all. I move the battery connections around, and After a few minutes, it will start up no problem. After I reach my destination, turn car off and try to restart right away engine doesn't respond. If I let it sit for a couple hours and try again, starts right up. The right turn signal will stop working for a couple days, then start working again as well as automatic door locks and rear passenger window. There also seems to be a leak around the gas tank when I put gas in the car it will drip on the pavement while putting it in but that's the only time it does it. I need to know what I should get fixed first as I'm on a limited income, and roughly how much I'm looking at.
