How do i know my fuel injector is bad? one of my fuse keeps blowin,is it related

There's a few times ive been running my car(1991 buick regal) with low gas and ive actually ran out of gas a couple times. I used my car to go to the store, a couple hrs later i tried to use it again and it wouldnt start. I think (hoping) its just missing something small... i only had less then a quarter tank of gas so i figure thats not enough. I put $20 worth of gas with a gas tank and it still wont start.
