pumping fuel in gas tank

What is your question?

I have a message on my dash saying to gas cap loose and a light that won't go off says service engine soon. I have already replaced the gas cap with a new one. When I try to fill the gas tank I have to pump the gas in very slow or the gas will back up and overflow out of the gas neck. It take me sometimes 20 or more minutes to fill the tank.
