it is like a very faint ding ding ding, if I then manage to get out of congested area and fasten up the noise does not occur again for the rest of the trip, no matter how long it is.
What makes this problem better or worse?
When I speed up it disappears.
How long has your 2000 Buick LeSabre had this problem?
About 3 weeks, but not very often.

Hello, That is a strange and interesting issue, but I think it's better if you had a technician take a look and listen to the issue after it becomes more evident. If it is randomly occurring, and you cannot make it happen every time you wish to hear it, taking it into a technician may not help, as they will need to hear the noise. However, if there are other issues that are detectable, those may be repaired, and it may take care of your dinging sound as well. But I'm certain no shop would guarantee that.
Hello, Your rhythmic noise is likely related to something turning with or by the engine, but may or may not be power steering related. As with any noise, hearing it first hand and pin pointing the source of the noise hearing it in front of you is how you learn where the source is. It could be a pulley on the accessory drive of the engine, which could be isolated by removing the drive belt and rechecking for the noise. It could also be somewhere inside the engine, which could be more difficult to troubleshoot.
