Won't shift until it's at 35mph

What is your question?

When starting it idels high and won't shift until it goes to 35mph . 1st and 2nd it doesn't shift.

What makes this problem better or worse?

It doesn't shift into 1st or 2nd gears . High idle untill I go 35mph them it shifts gears.

How long has your 1998 Buick LeSabre had this problem?
