How do I access the turn signal relay on a 96 Buick Lesabre?

What is your question?

My turn signals do not work. The hazard lights work fine. I removed the panel on the driver's side that has the fuse box cover. I don't see it there. What needs to be removed to see it/get to it?

The flasher is located on the side panel on the left of the instrument panel -- considered a sound insulator. Driver's floor area.
