Car locks up. Nothing works. Key won't come out ,Loss of power.

What is your question?

Car locked up. Key would not come out; steering wheel would not move; could not move gears loss of power.Car was in garage at home. gears had to be disengaged to push car to tow truck for delivery to dealership. Car locked up again 3 months later. However, I was able to twist steering wheel and it came unlocked; however, lost power and clock had to be reset.. I believe the problem is electrical; however, the dealership has not been able to fix problem. Car has been at dealership since Friday and tomorrow is Wednesday.
