Does the catletic converter have to have a heat shield ?? Most replacement i see do not have them ??

We ordered replacement catletic converter for our 2017 Buick encore , but it did not have heat shield like we believe original had on it ! Do they have to have heat shield , most on internet to buy do not have a heat shield ??
