My odometer reading is 28,000 mi, and the oil life readout is at 8%. I want to get the 30,000 mi scheduled maintenance done soon. Am I required to use a Repair Pal certified shop?

RepairPal Certified shops are there for you to possibly influence you towards repair facilities that have been fully vetted and verified to follow many criteria that is consumer focused and in the long run will benefit you and your vehicle maintenance. For my money, it would be in your best interest to make a relationship with a Certified shop near you that you can feel comfortable with for a long time to come. To answer the question - there is no requirement on where you service your vehicle from the manufacturer, only that you do indeed maintain your vehicle!
