should ac blower motor spin freely for more than a second

a reduction in blow force from driver's vent was noticed after leaky condenser was replaced. changed cabin air filter and removed ac blower motor for inspection. blower fan wheel spins freely when spun by hand but stops after 1 second. Should the blower fan wheel spin freely for more time than that or is this a sign of the blower motor going bad? Blower motor was replaced just under 3 years ago
