My 2003 Buick century the air conditioner fan will not turn on high

When I turn the air conditioner on it will not turn on high fan but the lower fans work just great and when I put it the heater on it blows out cool air just replaced water pump and thermostat need help
What makes this problem better or worse?
The AC is working just great but car is overheating
