1999 Buick Century I recently changed a heater blower motor because it was not working replace with a new one it still doesn’t work so I checked all the fuses in the fuse box all fuses are brand new and only half of the fuse panel is working any ideas on what could be wrong

Changed blower motor still Does not work. Went to the fuse panel started testing the fuses, all the fuses in the fuse panel are brand new fuses but only one row of fuses is working only 5-6 fuses tested good, now any ideas on what the problem could be with the blower motor and with my fuse panel
