Lost key and Broken Steering Column

What is your question?

i had two idiots move my 1997 bmw z3 out a room mates driveway, i had lost my key so with out my knowledge they broke my steering column so that the wheels would turn and towstrapped it illegally to my new house. whats the best fix? will a new steering column also come with a key and tumbler to fix it or do those need to be bought separately and i will still need a locksmith to do the job?
