All relays have been replaced. All fuses are good. Fan has been replaced. Sending unit has been replaced. Fan pulsed for a second and then started once and will not turn on when motor heats up. This all started after Changing the serpentine and ac belts which makes no sense.
What makes this problem better or worse?

The cooling fan definitely operates independently of the serpentine and ac belts - and relies mostly on data from the engine's processor that indicates engine coolant temperature. When the temperature reaches a certain point, the fan is directed to turn on. A diagnostic tool can be extremely helpful in monitoring commands and responses of the cooling fan and temperature sensor. Is it possible some wiring could have been disturbed along the way?
