They are two separate systems! Heater is like a mini radiator inside your car and if the hose or radiator is plugged no hot water is coming into it! You need to check the electronic control to open and close your unit it may be damaged! In the older cars you pulled or pushed a lever to manually open and close the heater flaps. In todays modern cars you press or turn a knob and a small motor does the physical work Under the dashboard where the system still has cables attached to the flaps have the key in the on position while looking at the cables have someone turn/press the fan on you should hear it come on next press or rotate the knob/ button for heat usually its digital and has a blue / red background indicating temperature if levers to control & rotate then pull cable and moves then suddenly stop the gear inside the unit is damaged ( in my tacoma the motor shaft gear was metal but the second gear was made of plastic guess which one broke first? Yup plastic! ) i had to replace this actuator just because of an internal gear (about the size of a quarter) had teeth missing! Unit was $75 used at junkyard! $265 new from dealer! Yikes! Also if these cable have worked themselves loose or stick it will cause too much pressure for the motor and the plastic gear will give as was the issue in my case! One of the brackets that held the cable in place was loose and the cable shifted until it was binding then it kinked (bent) the line ! The motor couldnt handle it and crack the plastic broke! I detached the cable from the lever arm and manually operated the init to allow the flow of water into the heater core (the mini radiator) once I knew I had hot water flowing through it then I hooked up the fan and turned on motor and I had heat!
