Replaced Starter vehicle still will not engage starter voltage at starter is 12

Are getting a 12 volt signal to the starter solenoid when you turn the key? Check the little wire, it comes from the ignition switch, to the starter relay and then to the starter solenoid, which then turns on the really big red cable that energizes the starter motor.
