Why did my 2007 bmw not connect for emission inspection

Went to get my emissions done in ct and the guy said I failed because he couldn't connect to my computer system. Not sure if he is trying to get me for $100 diagnostics fee, my family and I just moved into town and have out of state plates on the car. My cousin has a basic car computer and when he plugged it in it came up no codes.
