My 2005 BMW 530i lights and computer all come on but won't start or turn over.

My car ran great, six hours later, won't turn over. Changed my battery, still won't start. All lights come on, and computer comes on, but not turn over. Tried to recode the key with stop , start, etc., Still no. Tried to jump it from the starter, but didn't work. Is it the starter, or could it be something like the alarm system or the computer?

What makes this problem better or worse?
