Starting problem

What is your question?

Battery is fully charged, all electronic work, radio, windows, seats, steering wheel, etc., but when the ignition key is turned on, the dash board all lights up, bell ring, but all I get is a very mild low rapid clicking, but no starting.

What makes this problem better or worse?

Won’t start
