My father works in northern Ohio and lives in southern Ohio, can he tow his bmw with a tow dolly??

Hello, No. that vehicle is rear wheel drive. You can tow it this way by removing the driveshaft, but that is it. Placing it in neutral is not the best idea either since the transmission front pump will not be running as the driveshaft turns it at 60-70MPH.
does it matter if its a standard shift, not automatic?
Automatics are oiled by the pump, but manual transmissions are oiled by the countershaft and gears. With the rear wheels spinning the transmission, the countershaft will not be turning. This will cause lots of heat and friction at the output shaft, bushings, and bearings. Disconnecting the drive shaft or towing on a trailer are the two options that are considered safe.
