car began being hard to start, ran rough, now will turn over but will not start.

Professional diagnosis recommended prior to replacement of any parts. I would suspect low battery voltages to start, poor fuel quality and or pressures. Also, when was the last inspection II service performed? Possible EWS issues with low voltage condition.
A secondary air pump would not keep the vehicle from starting. We could diagnose it for you, if you'd like.
