While driving into a parking lot that featured a fairly prominent dip as part of the entrance, a piece of plastic cowling dropped off the bottom of the car and was dragged for about a 100 feet. With some difficulty I was able to remove the piece from under the car, as it was flexible. This missing piece does not seem to affect the performance of the car in any way. However, soon after this incident, I noticed that my outside air temperature sensor became non-functional, reading a constant -40 degrees F. I'm wondering if these 2 events are somehow linked, an also if there are any long term consequences in leaving this plastic part off the car.

Most likely, the outside temperature Sensor was disturbed or taken off by the impact that you described and will need to be replaced, thus the -40 degree readings. As for plastic stone shield, it's job is protect the under side of the engine from debris hitting it as you drive, especially at freeway speeds. BMW designed it and put it there for a reason, though it may not be urgent, I would replace it.
your outside temp sensor was located on the left corner or right corner,if look under the car you'll probally will see the wires hanging there.
