I recently had my rear brakes and rotors replaced. Fast forward 2 months and I'm flagged as my emergency brake needs work and told will fail next inspection. Fault if mechanic?

I've read that when rear rotors are replaced the emergency brake is involved. My mechanics response was there are different types of emergency brakes some are electric and some are cable driven. I guess one doesn't involve the rotors? I'm taking it in tomorrow and would like to be prepared. Thanks!
