Yesterday it was 3 degrees outside I started the car and after about 15 mins and driving maybe 3 miles I got the temperature light come on first in amber then turned red and the fan runs all the time

What makes this problem better or worse?

Iced radiator due to weak ANTIFREEZE concentration! Engine coolant needs to be tested for it's actual freezing point (temperature) .. ASAP. IF this is significantly insufficient - catastrophic engine damage will occur - as in ruptured engine block!
