if belts are serviced should the tensioner be serviced

had noise when start engine noise stopped after engine warm . Took it to have noise diagnosed and they replaced 3 of 5 belts. when car was started in the am it had the same noise, returned to repair shop and was re diagnosed the belt tension-er bearing needed to be replaced. Should the tensioner be checked when the initial service of the belts were done and should there be extra charge for new diagnose.
